Name every rung, set the threshold that qualifies a partner for it, and attach the commission percentage it pays. Keep a separate ladder for each motion, so a reseller and a referral partner are never measured on the same scale.
When a deal reaches a won stage, Airstride recomputes that partner’s tier against the ladder. If the numbers clear the next rung, the partner moves up, the new commission rate applies to what comes next, and both sides get told.

Give a rung an MDF percentage and every won deal accrues budget for that partner automatically. Funding then scales with performance instead of with whoever asked loudest at the last QBR.
